In Free Play mode, switch to a character with super strength and jump onto the wooden bridge near the box of fish. On the right side of the platform, jump to grab a rope and slide across. Jump up to the roof, then follow the studs and jump across to a platform. In return, he'll lower a green bar, with Elizabeth can jump up to with her super jump. Walk down some nearby stairs to find a whole box of 'em, then bring one to the man.
